BALLOT ISSUES

 

The following issues are to be submitted to the qualified voters of the respective districts at the Municipal General Election to be held in the County of Lincoln, State of Missouri on the 6th day of April 2021 as certified to this office. 

 

Special School Bond Election

Silex R-I School District of Lincoln County, Missouri

PROPOSITION C.A.R.E.

Shall the Board of Education of the Silex R-I School District, Missouri, without an estimated increase in the current debt service property tax levy, borrow money in the amount of Five Million Dollars ($5,000,000) for the purpose of providing funds to implement safety and security improvements, including interior and exterior lighting and new interior doors; to construct, equip, and furnish six additional classrooms; to pave driveways and parking lots; to renovate the old gymnasium; to install new drainage systems; to upgrade the baseball field; to the extent funds are available, complete other repairs and improvements to the existing facilities of the District; and issue general obligation bonds for the payment thereof?

 

If this proposition is approved, the adjusted debt service levy of the School District is estimated to remain unchanged at $0.9629 per one hundred dollars of assessed valuation of real and personal property.

 

Special School Levy Election

School District No. R-II of Lincoln County, Missouri

PROPOSITION 2

Shall the Board of Education of the Elsberry R-II School District, Missouri, be authorized to increase the operating tax levy by $0.4500 per one hundred dollars of assessed valuation for the purpose of attracting and retaining quality certified and support staff, and meeting additional operating expenses?

 

(If this proposition is approved, the adjusted operating levy of the District is estimated to increase by $0.4500 from $3.0059 currently, to $3.4559 per one hundred dollars of assessed valuation for the 2021 Tax Year and can be applied to the assessed valuation each year thereafter.)

 

Special School Levy Election

School District No. R-III of Lincoln County, Missouri

PROPOSITION S

Shall the Board of Education of the Lincoln County R-III School District, Missouri, be authorized to increase the operating tax levy by $0.2185 per one hundred dollars of assessed valuation in order to provide additional funds to maintain its facilities and meet the operating expenses of the District?  If this proposition is approved, the adjusted operating levy of the school district is estimated to increase to $3.5000 per one hundred dollars of assessed valuation and will be applied to the assessed valuation in tax year 2021 and each year thereafter.

 

The District intends to reduce the debt service levy by $0.2185 per one hundred dollars of assessed valuation in order to offset the estimated $0.2185 per one hundred dollars of assessed valuation increase to the operating levy and will result in no net increase to the total tax levy if this Proposition is approved by the voters.

 

Special Bond Election

Winfield-Foley Fire Protection District, Missouri

PROPOSITION SAFETY

Shall the Winfield-Foley Fire Protection District, Missouri, issue general obligation bonds in the amount of Three Million Five Hundred Thousand Dollars ($3,500,000) for the purpose of providing funds for acquiring and equipping fire trucks, tankers, pumpers and an all-terrain vehicle; purchasing emergency medical equipment, fire protection and fire-fighting apparatus and auxiliary equipment; and prepaying lease financings?

 

The authorization of the bonds will authorize the levy and collection of an annual tax in addition to the other taxes provided for by law on all taxable tangible property in the District sufficient to pay the principal of and interest on the bonds as they fall due and to retire the same within twenty years form the date thereof.

 

Warrenton Fire Protection District, Missouri

PROPOSITION FIRE SAFETY

Shall the Board of Directors of the Warrenton Fire Protection District be authorized to levy an additional tax of not more than fifteen cents on the one hundred dollars assessed valuation to provide funds for the support and development of the District?

 

The District intends to use the additional tax for the support and development of the district in providing quality emergency services to the community, included but not limited to, acquisition and maintenance of district equipment, appropriate training, recruitment and retention of staff.

 

Village of Whiteside, Missouri

QUESTION

Shall the Village of Whiteside, Missouri be authorized to forgo annual elections if the number of candidates who have filed for a particular office is equal to the number of positions in the office to be filled by the election?

The following positions have been filled pursuant to Section 115.124.1 RSMo. which states that if the notice of filing provided for in Section 115.127 RSMo. has been published in at least one newspaper of general circulation in the district and the number of candidates who have filed for a particular office is equal to the number of positions in that office to be filled by the election and no ballot measure is placed on the ballot such that a particular political subdivision will owe no proportional election costs if an election is not held, no election shall be held, and the candidates shall assume the responsibilities of their offices at the same time and in the same manner as if they had been elected.
